Biography

Talbot came from a cadet branch of a family which had been granted an estate in Craven under Henry III. His father, a commissioner of array and a royalist colonel, compounded in 1646 at £574 on an estate of £300 p.a. Talbot was also in arms, and paid a fine of £5 in 1650 on his personal possessions, a gelding and clothes valued at 30s.3

Talbot was returned for Northallerton, six miles from his home, at the general election of 1661. An inactive Member of the Cavalier Parliament, he defaulted on three calls of the House and was appointed to only ten committees. In 1663 he was among those ordered to report on defects in the Corporations Act and to consider the staple bill to regulate trade with the plantations. His last committees were in 1670, when he was instructed to see that the suspension of Sir John Pretyman was correctly entered in the Journal, and to manage a conference about the delivery of merchantmen to pirates. His name did not appear in any list of court supporters, but in 1677 Shaftesbury classed him as ‘doubly worthy’. He did not stand again and died on 2 Oct. 1680. He was buried at Thornton, where an inscription records that he served for many years in the assembly of the kingdom. His great-grandson sat for Thirsk from 1754 to 1761.4
