b. c.1707 in St. Kitts, o.s. of Charles Barrow, merchant, of St. Kitts by Elizabeth, da. of Lt.-Gov. Harris of the Leeward Is. m. c.1728, Mary, da. of Daniel Randall of Gloucester, s.p. suc. fa. 1744; cr. Bt. 22 Jan. 1784.

Barrow purchased Highgrove, a mile from Gloucester, early in the eighteenth century.1 After contesting Gloucester unsuccessfully in 1747, he was chosen by the local Tories as their candidate at a by-election in 1751.2 Returned unopposed, he continued to represent the city till his death, 10 Jan. 1789.
