Biography

Bowyer was returned after a contest on the Admiralty interest for Queenborough, and was a supporter of Pitt. On 18 June 1784 he made his maiden speech in defence of the state of the navy. Nine other speeches are reported, all on naval affairs. On 18 Apr. 1785 he voted for Pitt’s motion on parliamentary reform.

He died 6 Dec. 1799.
