Biography

The Public Ledger wrote about Luttrell in 1779: ‘Appears to be an independent country gentleman, and votes sometimes one way, and sometimes another.’ By 1780 he voted as a rule with Opposition: on Dunning’s motion alone, 6 Apr. 1780, he voted with Government. He was absent from all the crucial divisions preceding the fall of the North Government, and Robinson in his survey of 8 Mar. 1782 noted about him ‘will not attend’.1 On 18 Feb. 1783 he voted in favour of Shelburne’s peace preliminaries, but was absent from the divisions on Fox’s East India bill. In the new Parliament he was classed by Adam as a follower of Pitt, but his name does not appear in any of the division lists—he was absent even from those on the Regency bill.

He died 16 Feb. 1816.
