Biography

Members of the Popham family had regularly represented Somerset and Wiltshire constituencies since the sixteenth century. Popham himself was returned unopposed for Wiltshire in 1754 and at both his subsequent elections. Dupplin’s list of 1754 and Bute’s of 1761 both class him as ‘Tory’; he voted with Opposition on the peace preliminaries, 9 and 10 Dec. 1762, and on general warrants, 15 and 18 Feb. 1764, and was counted by Newcastle, 10 May 1764, as a ‘sure friend’. Rockingham, however, in July 1765 classed him as ‘doubtful’, and in November 1766 as ‘Chatham’. He did not vote on the land tax, 27 Feb. 1767. During the Parliament of 1768 he voted regularly with Opposition. He is not known to have spoken in the House.

He died 14 July 1772.
