Biography

Winn owned 40 out of about 325 burgages at Pontefract. In 1768 he was invited by a group of independent burgesses to stand in opposition to the interest of the principal burgage owners, Lord Galway and John Walsh. He was returned after his followers had instigated a riot which prevented his opponents from voting their full strength, but was unseated on petition. At the by-election in December, Winn and his brother stood on the right of the inhabitant householders, but these votes were rejected by the returning officer and they were defeated. In 1774 Winn was once more asked to stand by the householder party but refused. In 1784, after the House of Commons had determined in favour of the householder party, Winn came forward at the last moment, and was again defeated.

He died 20 Feb. 1785.
